08:21. What does the 0 stand for?

The geeky answer is, that when you have a list of times and you're sorting them into order (eg, earliest to latest) and you want your sorting device (eg spreadsheet program) to get it right, it needs the 0 to recognise that 8.21 comes before 11.03.

That's the geeky answer.

Its for 24 hour time. Basically, 24 hour time requires 4 digits so that you know thats the format you are dealing with. It tells you you are looking at 8 in the am. The Zero is just a place holder to signify that format. Without it, you may never know if it is morning or night. You could get out of bed, open the curtains and have a look out the window but who wants to do that.
